Pembrokeshire Council Tax Reclassification Leaves Hundreds of Second-Home Owners Facing Five-Figure Backdated Bills

Pembrokeshire County Council in Wales has moved 342 short-let properties from business rates to residential council tax, triggering up to three years of retrospective billing plus a council-tax second-homes premium, according to the Western Telegraph, corroborating a Telegraph report. The reclassification follows a backlog at the Valuation Office Agency and was disclosed at a Pembrokeshire County Council Cabinet meeting in September. Some owners now face bills of £25,000 to £36,000.

The scale of the debt, as reported by the Western Telegraph from the same council meeting: 78 properties owe more than £20,000 in council tax; 230 owe between £10,000 and £20,000; and 3,086 owe between £1,000 and £10,000. The properties involved were reclassified between March 2025 and June 2026, with billing backdated to April 2023. £2.9 million of the resulting arrears is currently under appeal. The Telegraph’s report is paywalled — accessible only via its standfirst and a photo caption, which separately notes that Pembrokeshire’s council-tax premium on second homes rose to 200% in 2024 before being lowered to 150% after a backlash.

The underlying trigger is the “182-day rule,” which determines whether a short-let property is taxed as a business (via business rates) or as a residential second home (via council tax plus the premium). The Welsh Government is currently consulting on that rule, with any legislative change targeted to take effect in April 2027. A motion from Cilgerran councillor John T Davies, which sought discretionary, non-retrospective charging for affected owners, was deferred by the council pending the outcome of that consultation.

Neither outlet cited here has reported a forecast for whether other Welsh or UK councils will pursue similar backlogs; the Welsh Government consultation outcome, expected ahead of the targeted April 2027 rule change, is the only forward marker named in this reporting.
