Canada: Work Permit Holders Get 6-Month Study Exemption and Personalized Processing-Time Estimates

Immigration, Refugees and Citizenship Canada (IRCC) has made two changes that affect people already working in Canada on a valid work permit. First, a temporary public policy now lets eligible work permit holders study a program of six months or less without applying for a separate study permit. Second, IRCC has updated its online processing-time tool so that applicants for work permit extensions and first-time Post-Graduation Work Permits (PGWPs) can see a personalized wait-time estimate based on the date they applied, rather than only a general processing-time figure.

IRCC’s notice, dated September 9, 2026, says the study exemption took effect on September 4, 2026 and will run until December 31, 2027. It is aimed at workers already in Canada — the notice names tradespeople, nurses and laboratory technicians as examples — who want to take a short licensing, upgrading or training course while they keep working. According to IRCC’s program guidance page, to qualify a worker must hold a valid work permit for the entire length of the program, which must be six months or less; study permission ends when the work permit expires or the policy ends, whichever comes first. A pending work permit extension does not preserve eligibility if the current permit expires mid-program. Workers in Quebec are covered under the federal policy and do not need a Quebec Acceptance Certificate (CAQ) for these short programs. Full-time study still requires a separate study permit, and IRCC’s guidance notes that any work experience gained while studying full-time under this policy does not count toward the Canadian Experience Class or Express Entry’s Comprehensive Ranking System work-experience points.

The second change is narrower but affects a different, often overlapping group: people inside Canada who are extending an existing work permit, changing the conditions of a permit, or applying for a first PGWP after finishing their studies. According to the Philippine Canadian Inquirer (October 3, 2026), IRCC updated its processing-time system in late September 2026 so that selecting “Work permit extension in Canada” under the Temporary Residence category now returns an estimated remaining wait in weeks, along with the number of applicants ahead and the total number of applications awaiting a decision — calculated from the date the application was submitted, not only a general average. The outlet reported, citing CIC News, that as of September 26, 2026, about 202,900 work permit extension and related applications were awaiting a decision.

For a reader currently on a work permit, the practical effect of both changes is the same: more certainty while waiting. The study exemption removes a separate application for a short course, provided the work permit stays valid through to the end of the program — IRCC’s guidance is explicit that a pending extension application does not count, so the permit’s own expiry date, not the extension application date, is what determines eligibility. The processing-time update does not speed up a pending extension or PGWP application, but it gives applicants a personalized, date-based estimate instead of a general figure, which IRCC’s notice frames as part of a broader move toward more individualized processing-time information.
