How MM2H Holders Can Exchange Their Driving Licence in Malaysia

For those holding a Malaysia My Second Home (MM2H) visa, having a local driving licence is important for long-term life in the country. Although Malaysia tightened the rules on direct conversion of foreign driving licences from 19 May 2025, MM2H participants remain listed as an “exempt category.”

Under the latest guidelines from the Road Transport Department (Jabatan Pengangkutan Jalan, JPJ), MM2H holders can apply through Method 5 (Exemption Application) to convert their home-country driving licence into a Malaysian one, without needing to retake a driving test.

Quick Check: Do You Qualify?

Before heading to JPJ, confirm that you meet the following three core conditions:

  • Identity eligibility: You hold a valid MM2H visa (covering all current tiers: Silver, Gold and Platinum).
  • Licence status: You hold a formal, currently valid driving licence issued by your home country (not a learner’s or provisional licence).
  • Proof of residence: You can provide documentation of your legal residence in Malaysia (such as the Pass or ePASS in your passport).

Note: An International Driving Permit (IDP) is for short-term transitional use only and cannot serve as the basis document for a “local licence conversion” application.

What Documents Do You Need?

Based on JPJ’s current public forms, FAQs and guidance from various countries’ missions in Malaysia on how the application works in practice, MM2H holders should generally prepare the following documents when converting their licence:

3 Original passport and photocopy Including the personal details page and the current MM2H visa page.
4 MM2H Approval Letter A photocopy of the original approval letter issued by the Immigration Department or Tourism authority.
5 Original home-country driving licence and photocopy Must be within its validity period, and both front and back must be photocopied.
6 English confirmation letter for the driving licence Most important! An English-language confirmation of the licence issued by the original licensing authority (e.g. a motor vehicle office in your home country).
7 Passport photos 2–4 colour photos with a white background (recommended size 25mm x 32mm).

Step-by-Step Process

Step 1: Prepare an English Confirmation of Your Home-Country Licence

If your original licence is not in English (for example, one issued in Taiwan, China or Japan), you must first apply to your home country’s licensing authority for an “English-language confirmation of driving licence record.”

  • Applicants from Taiwan: apply at your local motor vehicle office for an “English record confirmation of driving licence.”

Step 2: Download and Complete the Official Forms

Go to the JPJ Official Forms page and download Form L1 and Appendix B-2. Completing these in advance significantly shortens your time at the counter.

Step 3: Visit a JPJ State Headquarters (JPJ Negeri)

Not all small JPJ branches (UTCs) can process foreign licence conversions. You need to go to the state headquarters, for example:

  • Kuala Lumpur: JPJ Wangsa Maju
  • Selangor: JPJ Padang Jawa (Shah Alam)
  • Penang: JPJ Seberang Jaya

Step 4: Approval and Collection

After submitting your documents, JPJ typically takes 30 working days to process the review. Once approved, you will be notified to collect your Malaysian driving licence and pay the relevant fee (approximately RM60 per year).

FAQ

Q1: Can I convert directly using Taiwan’s “international driving licence”?

No. JPJ only recognises the “formal domestic driving licence” of your home country. An International Driving Permit is a translation document only and has no effect for a licence conversion.

Q2: Can I keep using an international driving licence in Malaysia indefinitely?

Generally it is suitable only for short-term, transitional use. If your stay is short-term, holding a valid formal home-country licence together with an international driving permit can generally serve as a short-term driving document; but if you already hold MM2H status and plan to live in Malaysia long term, the safer approach is still to apply to JPJ to convert to a Malaysian local driving licence.

Q3: Can I apply for a licence conversion using only an international driving licence?

No. When JPJ processes a foreign licence conversion, what matters is the applicant’s formal home-country driving licence, not the international driving permit. An international driving licence cannot substitute for your home country’s domestic driving licence as the basis document for conversion.

Q4: Do MM2H holders need to retake a road test to convert their licence?

No. As long as your home-country licence has a reciprocal arrangement with Malaysia, or you meet the Method 5 exemption conditions (which MM2H holders fall under), a document review is generally all that is required, and the test is waived.

Q5: If my home-country licence has expired, can I still convert it?

No. When applying for conversion, your home-country licence must be within its validity period. It is recommended to start the application process at least 6 months before it expires.
