Canada on Track to Fall Short of 2026 Permanent Resident Target, New IRCC Data Shows

Canada is running well behind pace on its 2026 permanent residence admissions, according to data Immigration, Refugees and Citizenship Canada (IRCC) released on August 18, 2026. Between January 1 and June 30, IRCC admitted 155,800 new permanent residents — 34,200 fewer than the roughly 190,000 needed at the halfway point to stay on pace for the federal government’s annual top-line target of 380,000. To hit that midpoint target, Canada would need to admit 224,200 permanent residents over the remaining July–December period.

The shortfall is concentrated in the economic category, where IRCC admitted 89,200 permanent residents against a 2026 target of 239,800 — 30,700 behind pace. This category covers Express Entry, federal business programs such as the start-up visa, the Provincial Nominee Program, the Atlantic Immigration Program, and federal economic pilots. The family category, by contrast, is ahead of pace: 45,100 admissions against an 84,000 annual target, 3,100 more than needed at mid-year. Refugee and protected-person admissions reached 17,900 against a 49,300 target, 6,750 behind pace, while the smaller humanitarian and compassionate category ran slightly ahead, with 3,600 admissions against a 6,900 target.

IRCC’s figures also account for two “one-time initiatives” running through 2026–2027: a targeted 115,000 protected persons and 33,000 in-Canada workers, split across the two years, with 2026 sub-targets of 46,000 and 20,000 respectively. By June 30, Canada had admitted 11,300 in-Canada workers (57% of the 2026 sub-target) and 15,000 protected persons (33% of the 2026 sub-target) under these initiatives. Including the one-time initiatives, Canada’s true 2026 admissions target rises to 446,000; total admissions of 182,100 by mid-year represent 40.8% of that combined target. Separately, IRCC reported that 12,400 of the permanent residents admitted outside Quebec in the first half of 2026 were French-speaking or bilingual, against a stated goal of 9% of admissions outside Quebec falling into that category — supported in part by Express Entry’s category-based selection, under which 39.6% of the 114,865 invitations to apply issued in 2026 went to French-speaking candidates.
