Japan’s Coalition Can’t Agree on Foreign Workers — Or on Who Gets to Stay

Japan’s ruling coalition is split on two fronts at once over how open the country should be to foreigners: the LDP and Ishin no Kai have not resolved their disagreement over capping new foreign-worker intake, even as the Immigration Services Agency has separately drafted guidelines that would sharply raise the financial bar for permanent residency, according to reporting from JAPAN Forward (Sankei Shimbun) and an Asahi Shimbun editorial, both published 31 August 2026. Neither dispute is abstract — one has already caused a visa category to hit its cap and lock out restaurants mid-year, and the other could apply retroactively to foreigners who already filed their permanent-residency paperwork.

Both fights trace back to a fact neither side of the coalition disputes: Japan’s population has fallen below 120 million and keeps aging, and the country’s labor-short industries depend on foreign workers to function. The disagreement is about how much control to keep over that dependence — and, increasingly, about how hard it should be for a foreign worker already contributing to stay for good.

The quota fight nobody has resolved

Under the coalition agreement the LDP and Ishin struck last October, the government began in July formally considering a “quantitative management” policy — a cap on the overall scale of foreign-worker intake that Ishin insists is central to the deal, and that the LDP is reluctant to accept because industries battling labor shortages depend on the inflow it would constrain, per JAPAN Forward’s reporting. A government expert working group was set up in July to compile a basic policy by the end of the current fiscal year, but a senior government official told JAPAN Forward, “Since it’s written into the coalition agreement, we can’t just do nothing about it” — a comment JAPAN Forward frames as signalling reluctance to actually move forward, not commitment to it.

The dispute is not theoretical: intake under the “specified skilled worker” (SSW) visa status in the restaurant industry grew faster than expected this April, and by the end of February had already reached roughly 46,000 against a 50,000-person cap the government had set in January — close enough that the government effectively halted new SSW intake in the sector for the rest of the fiscal year. “It filled up faster than we expected. It was a failure,” a mid-level LDP lawmaker admitted to JAPAN Forward, acknowledging the quota itself had been set too low.

The coalition partners are reading the same episode in opposite directions. One LDP lawmaker dismissed the case for stricter caps outright: “Japan’s ratio of foreign residents is low compared to Europe. This isn’t the stage to be discussing quantitative management. Ishin should listen to the experts and do its homework.” A mid-level Ishin member pushed back just as bluntly: “The LDP has entanglements with every industry” — each side accusing the other of letting either industry lobbying or political symbolism drive the policy, rather than a shared read of the labor numbers.

The permanent-residency bar tightens too

While the quota fight plays out over new arrivals, a second, separate front has opened over foreigners already established in Japan. The Immigration Services Agency has drafted guideline revisions for permanent-residency (PR) applications that would add a pension condition — requiring the applicant be on track for a future pension equivalent to what an average-income Japanese worker receives after 30 years — on top of raising the income bar itself. The unofficial rule-of-thumb income threshold had been roughly JPY 3 million for a single applicant; the new guideline ties the bar to the average income of Japanese workers, which National Tax Agency 2024 statistics put at JPY 4.78 million — a large jump that the Asahi Shimbun’s editorial board argues would make the PR path “an exceedingly narrow one” for foreigners in manufacturing, construction, agriculture, fisheries and elder care, the lower-wage sectors Japan’s labor shortage is most acute in.

The Asahi editorial also flags that the income condition would apply retroactively to foreigners who had already submitted PR applications before the guideline change — catching applicants unawares under rules that did not exist when they filed. The scale involved is not marginal: Japan had roughly 4.12 million foreign residents as of the end of 2025, and permanent residents were the largest single visa-status group among them, at about 940,000.

The editorial board’s sharpest challenge is aimed at the government’s own justification. One stated reason for the stricter guidelines is concern about PR holders receiving public assistance — but the government’s own sample study found that 1.96% of foreigners with permanent-resident status receive public assistance, a figure the Asahi editorial argues is “not significantly different” from the 1.62% rate across Japan’s entire population, and notes the government’s study covered only about 7% of PR-status foreigners to begin with — meaning the data cited to justify the tightening does not, in the editorial board’s reading, actually establish the problem it is meant to solve.

Zagdim’s View — For readers tracking Japan as a relocation or long-term residency destination, the detail that matters is not which coalition partner wins the quota argument, but that Japan’s permanent-residency track — historically the more stable, predictable end of its immigration system — is where the guideline changes are actually landing right now, with a specific, quantifiable income-and-pension bar and a retroactivity question still unresolved. The quota fight over new SSW intake shows how quickly a cap can bind in practice (46,000 against 50,000 within two months); the PR guideline fight shows that even foreigners already established under the old rules are not insulated from the same underlying coalition tension.
