Before buying a property in Malaysia, beyond thinking about living in it or renting it out, it is worth asking: when it comes time to sell, who will actually be eligible to buy it, and how many people would be willing to buy it at the price you expect?

A property owned by a foreigner does not automatically become sellable only to foreign buyers just because of the current owner’s nationality. But whether it can be resold to a particular buyer still depends on the property’s title conditions, the terms of the original purchase approval, and the state policy in effect at the time of resale.

Whether it actually sells well depends on price, location, the property’s condition and market demand. Being eligible to buy only means a buyer can take part in the transaction, not that there is necessarily enough demand.

Citizens and Foreign Buyers Face Different Conditions

When discussing potential buyers, it helps to first distinguish between Malaysian citizens and non-citizens, rather than judging simply by “who currently lives locally.”

Buyer Category What the Seller Needs to Check
Individual Malaysian citizen Generally not subject to the minimum purchase price threshold aimed at foreign buyers, but still has to meet the property’s own transfer restrictions and other eligibility requirements
Non-citizen individual, including PR holders Has to check the purchase threshold, eligible property types and approval requirements under the relevant state’s rules; cannot simply be treated the same as a citizen
Corporate buyer May need to be assessed as a foreign interest based on the company’s shareholding and control structure; cannot be judged solely on whether the company is registered in Malaysia

Under Selangor’s official guidance, for example, permanent residents are also listed among the applicants covered by the foreign-interest property purchase rules. Because of this, the statement “a local buyer is not subject to the foreign-buyer threshold” is best understood as applying specifically to the general case of an individual citizen.

A Foreign Buyer’s Minimum Price Threshold Is Not a Floor on the Property’s Value

A state price threshold restricts who is eligible to buy as a foreign buyer; it does not guarantee the property’s market value.

Suppose a type of property is subject to a minimum purchase price threshold, and the price the market will later accept for it falls below that threshold. Without an applicable exemption, a foreign buyer may then be unable to purchase it, and the seller would need to reassess the pool of buyers they can actually reach.

Conversely, asking a price above the threshold does not guarantee the property can be sold to a foreigner either. The property type, title conditions and approval requirements still have to be satisfied.

Having bought at a price that met the foreign-buyer threshold at the time does not mean the property can be sold at the same price, or higher, later on.

In addition, having been approved to buy at the time does not substitute for the eligibility review of the next foreign buyer. If the original purchase was made under a specific scheme or incentive arrangement, it is especially important to check whether it carries any holding-period or resale conditions.

What Market Evidence Should You Look at to Judge Resale Prospects?

The following is a method for assessing resale prospects; it is not a guarantee of how long a sale will take or what price it will achieve.

How Many Comparable Properties Have Actually Sold, and at What Price?

Start by finding transaction data for the same project or similar nearby properties, comparing size, floor level, condition and title status.

An asking price alone does not prove the market is willing to accept it. If a project has many units listed for sale but few recent actual transactions can be found, this needs to be looked into further, rather than simply adopting other owners’ asking prices.

NAPIC (the National Property Information Centre) provides residential transaction data organized by state, area, property type and price range, which can be used to understand broader market activity; an individual unit still needs comparable cases closer to its own specific conditions.

What Other Options Do Buyers Have on the Same Budget?

Beyond resale units in the same building, it is also worth comparing nearby new launches and other neighborhoods.

Size, management standards, maintenance needs, transport and amenities can all affect a buyer’s choice. New launches, if they offer different payment arrangements or packages, may also compete with resale units.

Official data on completed-but-unsold units (overhang) can serve as a reference on the supply side, but it should not be treated directly as the average time on market or the probability of sale for a resale property.

Can the Target Buyers Actually Afford It?

Being legally eligible to buy and being financially able to buy are two different things.

If the expected buyer is mainly a citizen looking for an owner-occupied home, check whether the price and the property’s condition suit that kind of buyer’s needs. If the property relies mainly on foreign buyers, then beyond eligibility, their financing, funding arrangements and approval process also need to be considered.

The more concentrated the buyer pool is, the more worth planning for one extra scenario: if that particular source of demand shrinks, which other buyers might realistically step in?

Liquidity Needs to Be Viewed Across Price, Time and Net Proceeds

A property’s liquidity is not just about whether it can eventually be sold. It also covers:

  • How long it takes to find a buyer willing to complete
  • Whether the price needs to be reduced to achieve a sale
  • How long after signing it takes to receive funds that are actually usable

When estimating exit proceeds, deduct the outstanding loan, commission, legal fees, applicable taxes and other transaction costs from the expected sale price, and then factor in the holding costs during the waiting period.

It can help to run separate estimates for selling at the expected price, selling later than planned, and selling at a reduced price. This makes it easier to see whether the finances still hold up if the price or the timing turns out to be less favorable than expected.

Funds earmarked for a specific short-term purpose should keep an adequate cash buffer, rather than being planned entirely on the assumption that the property will definitely sell in time.

Frequently Asked Questions

Can a foreign owner’s property only be sold to a foreign buyer?

Generally, no. The current owner’s nationality by itself does not mean the property can only be resold to foreign buyers, but the title, the original approval and any specific scheme conditions still need to be checked for resale restrictions.

Can it be sold to a Malaysian citizen below the foreign-buyer minimum threshold?

The minimum purchase price threshold for foreign buyers is generally not a minimum resale price set for citizen buyers. However, if the property or the original approval carries other conditions, those still have to be complied with; the buyer being a citizen does not mean this check can be skipped.

If I met the foreign-buyer purchase conditions when I bought, will I definitely be able to sell to a foreigner later?

This cannot be guaranteed. The next transaction needs to be checked again against the policy in effect at that time, the property’s conditions, and the new buyer’s eligibility.

How long does it usually take to sell a property in Malaysia?

There is no timeline that applies to every property. It helps to estimate the time to find a buyer separately from the time to complete after signing, then look at comparable transactions, competing supply and the specific terms of the deal.
