Margin of Financing Cannot Be Predicted From Visa Status Alone

Margin of financing is the proportion of a property’s bank-assessed value that a bank agrees to lend. Foreign buyers cannot assume a fixed borrowing level simply because they hold an MM2H pass, an employment pass, or a short-term stay status.

Figures circulating online, such as “foreigners can borrow 50 to 70 percent” or “MM2H allows up to 80 percent,” may come from individual bank products or specific approved cases. They are not a market-wide standard. Banks still assess eligibility, income, existing debt, credit history, and the property itself, and must follow applicable regulatory requirements.

When budgeting, it is reasonable to test several financing scenarios to see whether funds are sufficient. What actually sets the required cash outlay is the amount a formal approval allows toward the purchase price.

What Value Is the Margin of Financing Based On?

A “70 percent loan” does not necessarily mean the bank covers 70 percent of the agreed purchase price.

Some bank products calculate the financing margin against whichever is lower: the bank’s accepted market valuation or the net purchase price. If the valuation comes in below the purchase price, the actual loan amount can be smaller even when the approved margin matches expectations.

The total financing ratio advertised by a product may also bundle in items such as insurance, legal fees, or valuation fees. Not all of this amount goes toward paying the seller, so buyers should ask the bank to itemize it.

When comparing offers, at minimum ask: what value the margin is calculated against, the actual loan amount available for the purchase price itself, and the cost of financing any additional items separately.

Working Backward to the Down Payment: Scenario Math

The scenarios below assume a purchase price of RM1,500,000, a bank valuation also at RM1,500,000, and no other costs folded into the loan.

These are calculation scenarios only. They do not represent typical approval ranges for foreign buyers and are not tied to any visa category.

If the purchase price stays at RM1,500,000 but the bank values the property at only RM1,400,000 and approves 70 percent of that valuation, the loan becomes RM980,000, raising the required down payment to RM520,000.

A more reliable formula is therefore:

Down payment = purchase price minus the loan amount actually available for the purchase price.

If a deposit has already been paid, an amount that matches the contract terms is normally counted as part of the down payment and should be deducted when calculating the balance due, to avoid counting it twice.

Income Proof Affects How Much You Can Borrow, Not Just Paperwork

Banks need to confirm that income is ongoing, verifiable, and sufficient to cover a new monthly repayment after accounting for existing debt.

Salaried applicants typically need payslips, salary crediting records, and whatever employment or tax documents the bank requires. Self-employed applicants may need company registration documents, business turnover records, and tax filings. The exact period covered and the format required follow each bank’s own checklist.

Overseas income is not automatically rejected, but it should not be assumed to be harder to approve as a blanket rule either. Confirm first whether the bank accepts income from that country, currency, and income type, then check the conversion method and any translation or certification requirements.

Even with complete documentation, income relative to existing debt can still cap the loan amount. Holding a long-term pass does not substitute for this repayment-capacity assessment.

Beyond the Down Payment: Taxes, Fees, and Reserves

The down payment is not the only cash a buyer needs. Also budget for:

  • Stamp duty on the property transfer.
  • Legal fees, disbursements, and applicable taxes for the sale and loan documents.
  • Stamp duty on the loan documents, valuation fees, and any bank-specified charges.
  • Applicable government approval fees, insurance, or protection costs.
  • A reserve for move-in, repairs, and post-completion expenses.

From 2026, individuals who are neither Malaysian citizens nor Malaysian permanent residents are subject to an 8% transfer stamp duty on applicable residential transfers. Permanent residents are treated differently, so not every non-citizen falls under the same rate.

Transfer stamp duty is also not calculated on the down payment alone. In a case where the 8% rate applies and the assessed value is RM1,500,000, the duty itself would be RM120,000.

Continuing the earlier 70 percent loan example, where the valuation equals the purchase price, the RM450,000 down payment plus the RM120,000 transfer stamp duty already totals RM570,000, before other costs. Actual applicability and the assessed value should be confirmed by a lawyer against the tax authority’s rules.

Common Misunderstandings

Misunderstanding 1: Foreigners Always Get a 70 Percent Loan

No foreign buyer is guaranteed a 70 percent loan. Market examples can illustrate what is possible, but they do not replace a bank’s own formal assessment.

Misunderstanding 2: A 70 Percent Loan Means Only 30 Percent of the Price Is Needed Upfront

This shortcut only holds if the calculation basis equals the purchase price and the approved amount matches expectations. Valuation gaps, taxes, and other costs still need to be budgeted separately.

Misunderstanding 3: A Higher Loan Margin Is Always the Better Deal

A higher margin can reduce upfront cash needed, but it can also raise monthly repayments and total financing cost. Interest rate, loan tenure, fees, and early-repayment terms should all be compared together.

Misunderstanding 4: An Initial Estimate of Loan Amount Will Not Change

An initial estimate is usually based on limited information. Once full underwriting and the property valuation are complete, the formal approval can differ, so an initial figure should not be treated as secured funding.

What To Do Next

Budgeting for a Purchase

Calculate the down payment under several loan-amount scenarios, then add taxes and a reserve fund. Also test what happens if the valuation comes in below the purchase price, or if the approved amount is lower than expected, to see whether the purchase can still go through.

Inquiring With Banks

Provide the same set of identity, income, liability, and property information to more than one bank. Ask each to separate the preliminary estimate from the formal approval, and to clarify whether the loan amount includes other bundled items.

Preparing to Sign

Have a lawyer confirm how the contract handles a shortfall or a declined loan, and check the timing of the deposit, balance payment, and bank disbursement. Eligibility to purchase as a foreigner and any required government approval should also be confirmed separately.

Frequently Asked Questions

What margin of financing can foreign buyers typically get in Malaysia?

There is no fixed figure that applies to all foreign buyers. Confirm first whether a bank accepts your profile, then get an assessment based on your income, liabilities, and the property, rather than applying an online range based on visa category alone.

How much down payment should I prepare?

Calculate it as the purchase price minus the loan amount actually available for the purchase price. If the bank’s valuation is below the purchase price, the down payment proportion can end up higher than an estimate based on an advertised loan margin.

What else do I need to budget for besides the down payment?

Transfer stamp duty, legal and financing fees, applicable approval fees, and a reserve for move-in and other costs. Whether some fees can be folded into the loan depends on the formal offer.

If my income documents are complete, will I get the maximum margin?

Not necessarily. Documents support the bank’s assessment but do not guarantee the outcome. The loan amount is still shaped by repayment capacity, existing debt, product terms, and the property valuation.
