Decide Your Stay and Timeline Before Choosing a Plan
Foreigners can apply for mobile service with operators that accept their type of visa or pass, but eligibility differs between tourist prepaid SIMs, general prepaid plans and postpaid plans. A passport is an essential document, but carrying one does not mean an applicant qualifies for any plan.
Anyone planning a longer stay should first ask how long a number can be retained, what pass or permit documents are required, and whether the number can still be used after leaving the country. A data-only eSIM may not come with a local number that can receive verification SMS messages.
New Registration Requirements Follow the Current Process
Using CelcomDigi’s current notice as an example, enhanced identity verification was added to new prepaid registrations starting in August 2026. Foreign applicants must submit an original passport and the relevant visa information, and some general prepaid plans specify student visa or work permit requirements, with non-MyKad holders required to complete verification at an authorized outlet.
This is an example tied to one operator and one set of plans, so it should not be assumed that MM2H passes, dependent passes or every other type of permit automatically qualifies for the same product. Whether existing users need to re-register should also be judged from each operator’s own announcements, not assumed to invalidate every existing number just because a new rule has taken effect.
A Tourist SIM May Not Convert Into a Long-Term Plan
A tourist SIM can cover initial contact needs on arrival, but its validity period, top-up rules and conversion limits should be checked first. Some tourist plans, for example, do not accept conversion into a general prepaid plan, so “switch to a long-term plan later” should not be assumed to always work.
A data package’s expiry date and a number’s validity period can also fall on different dates. Even with a remaining balance, exceeding the number’s validity period or grace period can still affect reception and usability.
Confirm the Number Can Be Maintained Long Term Before Linking It to a Bank
| What to Confirm | Why It Matters |
|---|---|
| Local number and SMS | Data-only services may not be able to receive verification messages |
| How to keep the number active | Avoid losing it to expiry after leaving the country |
| Receiving messages while abroad | Roaming status, balance and service status can all affect reception |
| Bank verification method | Some processes use in-app authorization or a separate activation procedure |
Opening a bank account still carries its own eligibility and verification requirements; having a local number does not guarantee an account can be opened. Before changing a number or a phone, it is also worth understanding the bank’s update and reactivation process.
Common Misunderstandings
“A tourist SIM can always be converted into a long-term plan once it runs out.”
Not necessarily. Some plans do not support conversion between each other, so this should be confirmed before purchase.
“Buying a full year of data means the number stays valid for a full year.”
Data validity and number validity should be checked separately; the name of a data package alone is not a reliable guide.
What to Do Next
Confirm which plans are available by bringing a passport and permit documents to an official outlet, then choose a plan based on length of stay, number-retention needs and banking requirements. Do not register a frequently used number under someone else’s identity.
Frequently Asked Questions
Q1: Can foreigners register every prepaid plan themselves through an app?
Not always. Some operators require non-MyKad holders to complete verification at an authorized outlet.
Q2: Do long-term residents have to choose a postpaid plan?
Not necessarily. Prepaid and postpaid plans can both be compared based on eligibility, how the number is retained and actual usage needs.
Q3: Does having a local SIM guarantee that bank verification will go through?
It still has to meet the bank’s own requirements for number, device and authorization, and should not be treated as a guarantee that an account can be opened.
