For families with pets, a relocation plan usually needs to include them too. Bringing a dog or cat to Malaysia can be planned well in advance, but entry conditions, flights, and the new home all need to be mapped out together: meeting the entry requirements does not mean an airline will necessarily carry your pet, and a landlord agreeing to pets does not necessarily mean the building’s management rules have no other restrictions.

A microchip, vaccination records, an import permit, and an official health certificate are the main documents to prepare. The specific conditions vary depending on the country of origin, the pet’s prior residency history, and the region of entry. This article follows the order of preparation, explaining what needs to be confirmed first, which documents are only arranged closer to departure, and how to line up all the dates on a single timeline.

Three Questions This Article Answers First

  • What is needed for entry: what role do the microchip, vaccines, permit, and health certificate each play?
  • How is quarantine arranged: what factors affect the quarantine requirement, and is advance booking needed?
  • How should the timeline be worked backward: how do you coordinate flights, document validity, and the pet’s health?

Who Needs to Look at This Timeline First?

A pet owner still considering relocation can start by confirming breed restrictions, available flight routes, and housing conditions. These often affect whether the plan is feasible earlier than buying a travel crate does.

A family with a planned departure date should have a veterinarian review existing records to confirm which documents can be reused and which procedures still need to be completed, then decide the earliest possible departure date for the pet.

If departure is close, the focus is on confirming that permits, official certificates, airline carriage, and quarantine arrangements are all in place. A prerequisite step that has not been completed cannot be assumed to be something you can finish after arrival.

Note the destination first: pet entry arrangements for Peninsular Malaysia, Sabah, and Sarawak are not entirely the same. This article mainly describes the DVS/MAQIS process for the Peninsula; for Sabah or Sarawak, check separately with the local veterinary authority. Even flying into Kuala Lumpur first and taking a domestic connection afterward does not mean you already meet the destination state’s requirements.

Step Zero: Check Breed Restrictions and the New Home’s Terms First

Breed restrictions should be confirmed before booking flights. Malaysia has a list of prohibited and restricted dog breeds for import; Pit Bull-type dogs, for example, fall under a prohibited-import rule. A restricted breed may require prior written approval from the MAQIS Director-General, with information on pedigree, keeping address, and facilities submitted before applying for an import permit.

Do not judge based on a pet’s appearance or common name alone. Mixed-breed dogs, dogs of unclear pedigree, and mixed-breed cats with wild ancestry such as Bengals or Savannahs should also have their breed and generation information provided for the authority to confirm the applicable conditions. Cats are not entirely free of breed restrictions either.

On housing, confirm both the landlord’s and the management’s requirements. A lease or building bylaws may address the type, number, and size of pets and use of common areas. It is best to get written confirmation before signing, and to understand any follow-up requirements such as dog licensing in the relevant local area.

Settling on housing in advance also makes it easier to fill in the keeping address on import documents and to arrange pickup on arrival.

The Core Requirements: Mostly Sequential, Some Can Run in Parallel

At the start, give your veterinarian and the person handling the process the pet’s country or region of origin, prior residency history, breed, age, and destination, to confirm the applicable import protocol, then schedule each step.

Microchip and identification. The relevant protocol generally requires a microchip that meets the ISO 11784/11785 standard. Ask the vet to scan and confirm it can be read, and check that the chip number matches across vaccination, testing, and health certificate records; if the applicable protocol requires the chip to be implanted before a certain procedure, follow that order too.

Rabies and other vaccinations. Do not treat “30 days in advance” as a uniform requirement across every route. Different protocols may involve different vaccination intervals, validity periods, core vaccines, and other testing or deworming requirements. For a pet with existing vaccination records, first confirm whether they are accepted, then let the vet decide whether a booster is needed.

Age and health status. Being “over 3 months old” should not be read as automatic clearance to travel either. The applicable age requirement, vaccination and testing timeline, and the airline’s minimum age and health requirements all still need to be met. For a young, older, or chronically ill pet, it is worth assessing transport arrangements early.

Import permit. Entry to the Peninsula generally requires a valid permit issued by MAQIS, through the applicable e-Permit process; confirm in advance whether to apply directly or through a registered agent. For cases requiring quarantine, booking a quarantine slot may be a prerequisite step before applying for the permit.

Official health certificate from the country of export. A routine clinic health check is not necessarily a substitute for a Veterinary Health Certificate issued or formally endorsed by the export country’s official veterinary authority. Find out the local process in advance, and complete the examination and certification at the designated office. Some DVS protocols require the relevant health check to be completed within seven days before export; the actual applicable document requirement should be followed.

The timeline can be split into three stages:

Stage Main Arrangements
Before confirming the itinerary Check the applicable protocol, breed restrictions, housing, and available carrier routes; have the vet review existing records
After meeting the prerequisites Coordinate the quarantine slot, pet cargo space, and permit validity to confirm the departure arrangement
Within the designated pre-departure window Complete the health check, official certificate, and other designated procedures, and do a final check of all documents

Dates should be worked out backward from the applicable protocol, not fixed by booking a non-changeable flight first and then expecting the documents to fall in line.

Flight Arrangements: Policies Vary by Airline

Airline carriage conditions and entry permits are two separate requirements. Before booking, confirm whether the actual operating airline accepts that breed, size, and age of pet, and whether it will travel in the cabin, as checked baggage, or as cargo.

With a connection or codeshare flight, check each leg separately. A transit point may have its own document requirements, and changing airlines may not allow a smooth handover of live-animal transport. A direct flight is usually easier to coordinate, but carriage confirmation is still needed for that specific flight.

The travel crate should be chosen based on the pet’s actual size and the carrier’s requirements, allowing it to stand, turn around, and lie down naturally. Getting the pet used to the crate at home ahead of time works better than the first time being on departure day.

Short-nosed dogs and cats, older pets, or those with health conditions also need to be checked against the airline’s restrictions and a veterinary assessment. Do not sedate a pet for a flight on your own; if there is a medical need, it should be assessed by a vet and confirmed with the airline in advance.

When engaging a pet relocation service, it helps to have the permit, export documents, quarantine booking, airport handover, and pickup all clearly written down, and to ask in advance who handles document updates and any extra costs if the schedule changes.

Arrival: How Quarantine Works

In the Peninsula, entry inspection and any related quarantine are generally handled by MAQIS. Whether isolation quarantine is required does not depend only on where the flight departed from; it can also involve the pet’s place of origin, prior residency, transit route, health status, and permit conditions.

DVS updated its country-of-origin classification in 2026, so a quarantine-exempt list from a few years ago should not simply be assumed to still apply. Even where a route qualifies for exemption from isolation quarantine, entry documentation and a health inspection are still required.

If quarantine is required, confirm the designated facility, available slots, expected duration, care arrangements, fees, and pickup process at the application and booking stage. The quarantine period may be adjusted based on health or risk assessment, so the minimum period should not be treated as a guaranteed release date.

Before departure, gather the permit, chip and vaccination records, health certificate, test reports, and booking confirmations together, and prepare originals or approved electronic documents as required. If a flight is rescheduled, notify the relevant parties at the same time and recheck whether the documents are still within their validity period.

Common Misconceptions About Bringing a Pet Into the Country

Misconception One: “If I’ve Bought the Plane Ticket, My Pet Can Just Come With Me”

A confirmed seat for a person does not mean the pet has been approved for carriage. Besides airline confirmation, the import permit, veterinary documents, and any applicable quarantine arrangement all need to line up before departure.

Misconception Two: “As Long as the Rabies Vaccine Was Given 30 Days in Advance, That Always Meets the Requirement”

Requirements can differ by country of origin and import protocol, and may involve other vaccines, tests, or procedures. Get the applicable checklist first, then have the vet schedule based on existing records, rather than just counting down 30 days.

Misconception Three: “Every Dog Can Come, and Cats Don’t Even Need Checking”

Dogs are divided into prohibited and restricted breeds, and some mixed breeds may also be regulated; mixed-breed cats with wild ancestry also need to be checked. Breed eligibility should be confirmed before booking flights and paying any agent fees.

Misconception Four: “My Friend’s Pet Only Needed a Few Days of Quarantine, So Mine Will Be the Same”

The country of origin, prior residency, destination state, and the prevailing biosecurity arrangements can all change the outcome. Other people’s experience can help you understand the process, but your own arrangement should be based on your own permit and the authority’s own response.

Misconception Five: “Once I’ve Hired an Agent, the Owner Doesn’t Need to Look at the Documents”
