An Employment Pass (EP) application is led by the employer, but information such as the applicant’s passport, education, and work history still has to come from the individual. Sorting these documents out ahead of time can prevent discovering, after an offer letter has already arrived, that a passport is close to expiring, a certificate needs translating, or an employment record is incomplete.
Before preparing anything, ask the company to confirm which application channel applies and whether this is a first-time application, a renewal, or an employer switch. The document requirements are not identical across these situations.
Start With This Personal Document Checklist
The following is based on the *ESD Online Guidebook V6 2025* currently published on the ESD website. Check it against any later announcements or authority-specific requirements as well.

This is a summary for the individual’s own preparation, not the full application checklist. Job descriptions and any supporting-authority documents still need to be prepared by the company according to the specific application.
What Are the Education and Experience Requirements?
The ESD guidebook sets out the following minimum benchmarks for expatriates and knowledge/technical workers:

So the idea that “three years of experience is just something people say, with no official basis” is not correct.
But this table also cannot replace the rules of the relevant approving authority. MIDA’s 2026 guidelines, for example, set separate conditions for Key Post and Term Post applications; the education and experience benchmarks above are listed under Term Post and do not automatically apply to every position.
If your experience falls short of the relevant benchmark, ask the employer to confirm first whether an applicable alternative arrangement or exception exists. Do not assume that meeting the salary threshold alone is enough to apply.
Check Translation and Certification Requirements Before Arranging Them
Translation and certified copies are two different procedures:
- Translation converts a non-English document into English.
- A certified copy confirms that the submitted copy matches the original.
ESD has different requirements depending on whether the applicant is inside or outside Malaysia, and other application channels may accept different institutions for this purpose. Confirming the applicable specification with HR first, before arranging translation and certification, can prevent paying for work that then has to be redone.
Do not assume that any translation company, school stamp, or self-translated version will automatically be accepted.
Your Contract and Resume Should Be Consistent With Each Other
Before submission, it helps to check your resume, contract, and the company’s job description together for:
- Whether employment dates and length of service match
- Whether the job title matches the actual duties
- Whether experience relevant to the new position is clearly described
- Whether your name and passport details are correct
If you are switching fields, describing transferable skills through specific projects, such as which systems you worked on, which processes you managed, or which technical work you were responsible for, is more useful than simply writing “extensive experience.” The content still needs to accurately reflect your actual background.
Salary and Pass Category Need to Be Checked Against the Current Policy
The EP category affects not only the salary requirement but other aspects of the application as well. ESD has published a new salary policy taking effect from June 1, 2026, so when consulting the 2025 guidebook, its salary and experience figures should not be treated as the current standard without checking.
This article focuses on the individual’s personal document preparation; before signing, the employer should still confirm the category, salary policy, and industry requirements that apply to the position.
Processing Time Is Not the Same as Your Start Date
MYXpats’ official FAQ states that, once a complete set of documents has been submitted, applications are processed within a standard five working days.
That figure does not include the time needed to gather your own documents, the time the company needs to complete its own preparatory steps, or the time needed for entry or pass issuance after approval. It is not a guarantee that you can start work five days later.
When planning your start date or relocation, ask HR to explain exactly which step the process has reached and what remains to be done.

I haven’t found a job yet — can I still prepare?
Yes, you can start organizing your passport, education certificates, and resume. Translation and certification are best arranged once the application channel is confirmed. The formal EP application itself is still led by the employer.
I only have a Diploma, not a university degree — can I still apply?
The ESD guidebook sets a benchmark for a Diploma plus relevant work experience, so not having a degree does not automatically disqualify you. The specific position and the relevant authority’s requirements still need to be checked.
I have less than three years of relevant experience — can I still try submitting an application?
Have the employer confirm eligibility first. If you do not meet the applicable minimum requirement and there is no applicable alternative arrangement to rely on, it is not advisable to plan your start date around “submitting it and seeing what happens.”
