Opening a Personal Bank Account in the UK as a Foreigner

There is no single document checklist for a UK personal account that applies to everyone. Whether the applicant is inside or outside the UK, their current residency status, whether they can provide proof of address, and whether they need a standard current account or a basic bank account can all change which application route applies.

Because of this, the starting point for preparing to open an account isn’t finding a “recommended bank” list — it’s first answering three questions: which type of account you need, which regulated category the target institution falls into, and what evidence that institution currently accepts.

This article focuses on preparing to apply for a personal day-to-day account. It doesn’t compare products, rates, or business accounts, and it doesn’t represent that any institution will necessarily accept an application.

First, Decide Which Type of Personal Account You Need

Eligibility for a standard current account, and the identity-verification and risk-assessment standards applied, are decided by each institution. Even with complete documents, an application isn’t guaranteed to be accepted — and the documents one bank accepts can’t be treated as a rule for the whole UK market.

The UK also has a Basic Bank Account scheme. According to current UK Treasury information, this arrangement is mainly aimed at consumers who are lawfully resident in the UK, don’t have a bank account, or don’t qualify for a standard current account. Government data lists nine designated banks with an obligation to offer this.

A basic bank account is a conditional scheme route, not unconditional approval. Applicants still need to pass identity and other necessary checks, and a bank can still decline an application under applicable rules. If you’re still outside the UK, or don’t meet the lawful-residence condition, you shouldn’t treat a basic bank account as a route that will necessarily be available to you.

How Identity and Current Situation Change the Questions

“Foreigner” is not a single application category. Before preparing documents, you can first work out what you need to confirm with an institution based on your current situation:

Student Is there a dedicated student application route? Are eligibility and documents limited? Identity, residency status, institution details and any other evidence the institution requires
Still outside the UK Does it accept applications from outside the UK? Is it offering a UK domestic account or an account in another jurisdiction? Identity, current location, tax residency, and where the product is based

This table is a framework for the questions to ask, not a guarantee that any category can necessarily open an account. Arrangements for students, new arrivals and non-residents in particular vary by institution and product, so check the target institution’s latest official page before applying.

How Should eVisa and Share Code Be Understood?

As UK residency status shifts gradually to a digital eVisa record, it’s no longer safe to treat the old physical BRP card as the current, universal answer. Someone holding an eVisa can generate a share code through GOV.UK’s “View and Prove” service.

Current official guidance states that a share code is made up of nine letters and numbers, is valid for 90 days, and can be reused repeatedly within that period. That doesn’t mean every bank must treat a share code as the only proof — the target institution may still ask for a passport, address evidence, or other verification.

What Categories Should Document Preparation Be Organized Into?

Rather than copying one bank’s document checklist, a more reliable approach is to organize your materials by what each document is meant to prove, then check each item against the target institution’s latest requirements.

Applicants should also check that name spelling, address format, and every document are consistent with each other. If your passport, residency record and address document use different name formats, you can ask the institution in advance what supplementary explanation is needed. If you don’t currently have a fixed UK address, don’t assume any employer letter, school letter, or temporary-accommodation proof will necessarily be accepted by every bank. It’s more reliable to ask the target institution directly: which alternative documents it accepts, whether a branch visit is required, and whether you’ll need to update your address later.

First Distinguish the Type of Institution and How Your Funds Are Protected

Being able to provide a UK sort code, a debit card, or an app doesn’t mean the account is necessarily a bank deposit. Applicants should first be clear about the institution’s legal and regulatory category.

Authorised Payment Institution / Electronic Money Institution Payment or e-money services; some accounts can provide local payment details Check FCA status, how funds are protected, and whether it is explicitly stated that this is not FSCS deposit protection

An eligible deposit with a bank or building society may be protected by the UK’s Financial Services Compensation Scheme (FSCS), but whether it applies still depends on whether the depositor, institution and product meet the rules at the time. Client funds at an authorised payment institution or e-money institution are protected under a “safeguarding” arrangement rather than FSCS deposit protection; a Small Payment Institution has different requirements, and its protection arrangements should be checked separately.

You can first check an institution’s regulatory status and permissions on the UK Financial Conduct Authority’s (FCA) Financial Services Register, then separately check FSCS to confirm deposit protection. Appearing on the FCA Register doesn’t mean an account will necessarily be approved, and it doesn’t mean every product is FSCS-protected.

What to Check From Application to Outcome

The application channel may be a website, a mobile app, or a branch, but the channel doesn’t tell you how thorough the verification will be. An institution may ask for a selfie or video verification, request further documents, ask you to explain the account’s purpose, or arrange further review. Before starting, applicants can confirm:

  1. Whether it accepts applications from your current location;
  2. Whether you must have a UK phone number or address;
  3. What format identity and address documents need to be uploaded in;
  4. Whether a branch visit is required to complete verification;
  5. Which official channel any request for further documents will come from;
  6. Whether, if the application isn’t accepted, the institution will explain why and how to complain.

If an application is declined or not accepted, that doesn’t mean another institution will necessarily reach the same decision, and it doesn’t mean applying for a different product will necessarily succeed. If you have a dispute about how it was handled, you can first use that institution’s own complaints procedure. For cases within its remit, you can then refer the matter to the Financial Ombudsman Service (FOS). The FOS reviews disputes case by case, and referring a case doesn’t mean an account will necessarily be opened or reopened.

Where Tax Residency and Funds Questions Stop

The application process may include tax-residency self-certification. Applicants can prepare their current tax residency in advance, along with a Tax Identification Number (TIN) where applicable. Whether that information is reported, and to which jurisdiction, depends on the applicable automatic exchange of financial account information rules and your individual circumstances — it can’t be generalized just from being “a foreigner.”

Beyond identity and address documents, an institution may also ask about the account’s intended use, expected transactions, or the funds involved. Full source-of-funds and anti-money-laundering evidence is a separate topic; this article doesn’t set out a general document checklist for that, and doesn’t substitute for a bank’s own case-by-case verification.

Checks to Make Before Applying

  • Confirmed whether you need a standard current account, a basic bank account, or a payment/e-money account.
  • Checked the target institution’s latest eligibility and location restrictions.
  • Organized your materials by identity, address, residency status, account purpose and tax residency.
  • Confirmed whether an eVisa share code is accepted, and whether further evidence is needed.
  • Checked the institution’s type and permissions on the FCA Register.
  • Separately checked whether FSCS applies, rather than assuming it does based on the account’s features.
  • Confirmed which official channels are used for further requests, queries and complaints.

FAQ

Q: If I don’t have a fixed UK address, does that mean I definitely can’t apply?

Not necessarily. Different institutions have different requirements for address or contact details, and there’s no single alternative-document list that applies to every bank. Applicants can ask the target institution directly what evidence it currently accepts, whether a branch visit is required, and what’s needed to update the address later.

Q: Can an eVisa share code replace a passport and proof of address?

Not necessarily. A share code is used to share immigration-status information, but a bank can still require a passport, address evidence, or other documents under its own verification process. Check with the institution beforehand whether it accepts a share code and what else needs to accompany it.

Q: Is an e-money account the same as a bank account?

Not the same. An electronic money institution can provide payment or e-money services, but the related client funds are generally held under a safeguarding arrangement, not FSCS deposit protection. Applicants should check FCA regulatory status and FSCS applicability separately.

Q: If my documents are complete, does that mean my account is guaranteed to be approved?

No. The institution will still process the application under its own identity verification, eligibility and other risk standards. A basic bank account is also a conditional scheme route, not unconditional approval.

Q: If my application is declined, can I ask the FOS to order the bank to open an account?

The FOS can handle individual banking and payment-service complaints within its remit, but the outcome depends on the case. Using the complaints route doesn’t mean an account will necessarily be opened or reopened.
