Japan Investment Property Leverage: Interest Isn’t the Whole Cost

This article is part of Zagdim’s wiki series on buying property in Japan. It sets out, for an investor using a loan to buy a Japan rental property, or one who already holds a Japan rental property and is weighing refinancing or selling it, the costs beyond the interest rate: fees, the foreign-exchange conversion, tax withholding, and resale liquidity.

Is Interest Rate the Whole Cost of Leverage?

No. Besides the interest rate, fees, prepayment penalties, foreign-exchange conversion, tax withholding, and resale restrictions all change what you actually recover. For whether a foreign buyer can get an investment property loan, the difference between an investment loan and an owner-occupier loan, how much you can borrow, how to work out rental cash flow, and the restrictions on older buildings, see Zagdim’s companion article, “Before You Take Out a Loan for a Japan Investment Property: Bank Approval, Rental Cash Flow, and Exit Risk.”

What Other Loan Costs Are There Besides the Interest Rate?

Taking Shinsei Investment & Finance’s overseas-investor loan as an example, as of October 1, 2026, the product’s variable annual interest rate was 3.90%, with an administrative fee (jimu tesuryo) of 1.50% of the loan amount, plus possible other charges. Shinsei’s general loan product carries a variable annual rate of 3.45% to 4.70%; with group credit life insurance (dantai shinyo seimei hoken) attached, the rate is 3.75% to 5.00%. If the borrower later wants to repay the general product in full ahead of schedule, Shinsei charges a 2.00% penalty on the outstanding principal. So when comparing loans, weigh the interest rate, the fees, and the prepayment cost together, and note the date on which you checked the product’s terms.

Can the Exchange Rate and the Bank’s Published Interest-Rate Statistics Be Used Directly to Estimate Costs?

No. The yen exchange rate reported in the news is typically the interbank rate, which differs from the retail rate a bank applies to a small foreign-currency exchange or a foreign-currency deposit for an individual customer. So when estimating the down payment, the monthly repayment, and the amount you will receive after converting currency following a sale, use the rate you actually get when you convert — not the rate reported in the news. The average lending rate the Bank of Japan publishes each month is also a statistic, not a quote for any single investment property loan; it should not be treated as your own mortgage rate.

How Do Rental and Eventual Sale Taxes Affect the Cash You Actually Recover From Leverage?

Tax takes a cut of cash at two points — when you collect rent and when you sell — and affects how much you actually keep after a sale. The difference between rental income and cash flow is covered in the companion loan-guide article; the points below cover only what bears directly on leverage.

  • Rent minus expenses is not spendable cash. The National Tax Agency’s formula for real estate income is total revenue minus necessary expenses (hitsuyo keihi). That is an income-tax formula, not a cash-flow formula; loan principal repayment and actual spending have to be calculated separately.
  • Interest on a loan for land isn’t always deductible against other income. Interest on a loan taken out to acquire rental land can be listed as a necessary expense. But when real estate income shows a loss, the portion of that loss equal to the land-loan interest cannot be offset against other income.
  • Rent paid to you may be withheld at source first. In principle, a tenant paying rent in Japan to a non-resident landlord must withhold income tax and the special reconstruction income tax at 20.42% at the time of payment; this does not apply when an individual rents the property for their own or a family member’s residential use.
  • The buyer may withhold tax from the sale proceeds first. In principle, a buyer paying the purchase price in Japan to a non-resident seller must withhold income tax and the special reconstruction income tax at 10.21% at the time of payment. The exception: no withholding is required when the buyer is an individual purchasing the property for their own or a family member’s residential use and the transaction price does not exceed 100 million yen.
  • Depreciation raises the taxable gain on sale. When calculating the acquisition cost of a building for a sale, an amount equivalent to depreciation for the holding period must be deducted. If the acquisition cost is unknown, or the actual acquisition cost is less than 5% of the sale price, 5% of the sale price can be used as the deemed acquisition cost instead.

A sale’s taxable gain is split into long-term and short-term capital gains (joto shotoku), based on the holding period as of January 1 of the year of sale:

Holding Period as of January 1 of the Sale Year Category Income Tax (per National Tax Agency) Separate Resident Tax
More than 5 years Long-term capital gains Taxable long-term gain × 15% 5%
5 years or less Short-term capital gains Taxable short-term gain × 30% 9%

Whether resident tax applies to a non-resident has to be determined separately. Long-term capital gains also carry the special reconstruction income tax and the special defense income tax, each calculated separately under the official rules in force for the year of sale. These rates cannot simply be added together as a single total tax rate. If Japan has a tax treaty with your place of residence, the withholding rates above may be exempted or reduced under that treaty, but it should not be assumed that any particular jurisdiction’s residents automatically qualify for a reduction.

If You Want to Refinance or Sell to Exit, What Loan and Reporting Restrictions Apply?

The main restrictions sit in the refinancing term, mandatory repayment at maturity, and usage covenants, and they directly affect the timing and cost of an exit. Sumitomo Mitsui Trust Bank’s refinancing term cannot exceed the remaining term of the original loan — refinancing through this bank, you cannot extend the term beyond what was left on the original loan. 77 Bank’s term for purchasing or refinancing a used property is calculated as the maximum term for that structure type minus the building’s age, and no grace period can be set; its variable rate adjusts whenever the bank’s own short-term prime rate changes.

If you buy using Flat 35 and it is later found that you rented the property to a third party or otherwise used it for investment purposes, the borrower must repay the entire loan at once. Taking Shinsei’s overseas-investor loan as an example again, the loan term runs one to 20 years; if you choose balloon repayment (baruun hensai), the monthly payment can be calculated on a schedule as long as 35 years, but the outstanding principal has to be repaid in full at maturity — 35 years is not the loan term itself.

On reporting: after a non-resident acquires a Japan property, in principle a report must be filed with the Minister of Finance through the Bank of Japan within 20 days of the acquisition. Starting April 1, 2026, the acquisition of certain real-estate-related rights became exempt from this reporting requirement, but the property itself is not covered by that exemption — see the companion loan-guide article for details.

How interest rates, exchange rates, and loan terms interact needs to be checked item by item against your own residency, holding period, property, and loan product.

Frequently Asked Questions

Can I treat the Bank of Japan’s published average lending rate as my own mortgage rate? No. That figure is a statistic, not a quote for any single investment property loan; go by the actual terms a bank offers you.

If I live overseas and collect rent from a Japan property, will tax be withheld before I receive it? In principle, yes: a tenant paying rent in Japan must withhold income tax and the special reconstruction income tax at 20.42% at the time of payment. This does not apply when an individual rents the property for their own or a family member’s residential use. A tax treaty may also adjust the withholding rate, but it should not be assumed that you automatically qualify for a reduction.

If I live overseas and sell a Japan property, will the buyer withhold tax before paying me? In principle, yes: a buyer paying the purchase price in Japan must withhold income tax and the special reconstruction income tax at 10.21%. The exception is when the buyer is an individual purchasing the property for their own or a family member’s residential use and the transaction price does not exceed 100 million yen — in that case, no withholding is required.

Glossary

  • Non-resident (hikyojusha): An individual classified as a non-resident under Japanese tax law; in this article, a landlord or seller based overseas.
  • Capital gains (joto shotoku): Income arising from the sale of assets such as land or buildings.
  • Withholding at source (gensen choshu): Tax withheld by the payer at the time of payment, then remitted by the payer to the tax authority.
  • Necessary expenses (hitsuyo keihi): Expenses that can be deducted from total revenue when calculating real estate income.
  • Balloon repayment (baruun hensai): A repayment schedule where the monthly payment is calculated over a longer term, but the outstanding principal is due in full at maturity.
  • Special reconstruction income tax (fukko tokubetsu shotokuzei): A surtax added to income tax, with the rate and period set under the official rules for the year of sale.
  • Special defense income tax (boei tokubetsu shotokuzei): A surtax added to income tax, whose specific application follows official rules.

About This Data

Facts in this article were checked as of October 21, 2026. The rates, fees, and prepayment terms for Shinsei Investment & Finance follow its product page as displayed on October 1, 2026. The terms for Sumitomo Mitsui Trust Bank, 77 Bank, and Flat 35 follow their product pages as checked on the fact-check date; these cover only these specific products and are not representative of every Japanese bank. The Bank of Japan’s average lending rate and exchange-rate explainer are, respectively, statistical data and a market-rate explanation — not a quote for any specific mortgage or an individual’s actual conversion rate. On how tax treaties affect withholding rates, Japanese authorities state only that an exemption or reduction is possible, without providing a jurisdiction-specific conclusion or application documents. The categories of real-estate-related rights exempted from reporting as of April 1, 2026 are determined item by item under the Ministry of Finance’s FAQ and are not listed in this article. This article could not obtain individual banks’ actual approval rates for foreign non-resident borrowers, FX hedging tools or retail exchange rates, or liquidity data such as resale transaction volume and time on market for used Japan rental properties; resale liquidity is described here only in terms of the loan and tax exit restrictions covered above.
